Contractor / Vendor Interest Disclaimer

JHM Homes of Honor

JHM Homes of Honor welcomes interest from contractors, vendors, tradespeople, suppliers, service providers, consultants, inspectors, community partners, and businesses that may wish to support or participate in home restoration, repair, accessibility, safety, outreach, or community impact projects.
 

This Contractor / Vendor Interest Disclaimer explains important expectations and limitations related to contractor interest forms, vendor inquiries, project participation, licensing, insurance, compliance, pricing, approval, and communication with JHM Homes of Honor.
 

By submitting a contractor/vendor interest form, proposal, estimate, document, communication, or inquiry to JHM Homes of Honor, you acknowledge and understand the following.
 

1. Interest Form Does Not Create a Contract
 

Submitting a contractor/vendor interest form does not create a contract, vendor relationship, contractor relationship, employment relationship, agency relationship, partnership, joint venture, sponsorship agreement, or guarantee of work.
 

JHM Homes of Honor is not obligated to hire, approve, schedule, pay, refer, promote, or use any contractor, vendor, service provider, or business based solely on a submitted form or inquiry.
 

Any contractor/vendor relationship must be separately reviewed, approved, and documented by JHM Homes of Honor through an appropriate written agreement, work order, purchase order, vendor approval, project authorization, or other written confirmation.
 

2. No Guarantee of Work, Payment, or Project Assignment
 

Submitting interest does not guarantee:
 

  • Vendor approval

  • Contractor approval

  • Project assignment

  • Future work

  • Payment

  • Referrals

  • Preferred vendor status

  • Sponsorship recognition

  • Public promotion

  • Reimbursement

  • Exclusive relationship

  • Ongoing business relationship

  • Inclusion on a vendor list

  • Opportunity to bid on future projects
     

JHM Homes of Honor reserves the right to approve, decline, limit, pause, remove, or discontinue any contractor/vendor relationship or opportunity at its discretion.
 

3. Arizona Licensing Responsibility
 

Contractors, tradespeople, and businesses are responsible for knowing and following all applicable Arizona licensing requirements.
 

Arizona law generally prohibits a person or organization from engaging in the business of, bidding for, offering to act as, or acting as a contractor without a contractor license in good standing unless an exemption applies.
 

JHM Homes of Honor may require proof of an active Arizona Registrar of Contractors license before considering a contractor for work that requires licensing. Arizona ROC licensing resources explain that applicants must meet requirements such as examinations, experience, bond, background checks, and other licensing steps depending on classification.
 

JHM Homes of Honor may decline or remove a contractor/vendor from consideration if licensing is missing, expired, suspended, revoked, unverifiable, inapplicable, or inconsistent with the proposed scope of work.
 

4. Licensing Exemptions Are Contractor Responsibility
 

Some activities may be exempt from Arizona contractor licensing requirements under certain circumstances, but JHM Homes of Honor does not determine, guarantee, or provide legal advice regarding whether an exemption applies.
 

If a contractor, vendor, handyman, volunteer, or service provider claims an exemption, that person or business is responsible for confirming the exemption with qualified legal counsel, the Arizona Registrar of Contractors, or the appropriate authority.
 

JHM Homes of Honor may still require documentation, insurance, written approval, scope limits, supervision, safety review, or other safeguards even if a licensing exemption is claimed.
 

5. Insurance Requirements
 

Contractors and vendors may be required to provide proof of insurance before approval or project participation.
 

Insurance requirements may include, depending on the role and project:
 

  • General liability insurance

  • Workers’ compensation insurance, if applicable

  • Commercial auto insurance, if applicable

  • Professional liability insurance, if applicable

  • Builder’s risk or project-specific coverage, if applicable

  • Bonding, if applicable

  • Certificates of insurance naming JHM Homes of Honor as certificate holder or additional insured, when required

  • Any other coverage reasonably required by JHM Homes of Honor, funders, sponsors, property owners, or project partners


Failure to provide acceptable proof of insurance may result in denial, delay, or removal from consideration.
 

6. Compliance With Laws, Codes, and Permits
 

Contractors and vendors are responsible for complying with all applicable laws, regulations, licensing requirements, building codes, safety rules, permitting requirements, inspection requirements, environmental rules, tax requirements, employment laws, labor laws, insurance requirements, and professional standards.
 

This may include, but is not limited to:
 

  • Arizona contractor licensing laws

  • Local city, town, or county permit requirements

  • Building codes

  • Electrical, plumbing, mechanical, roofing, or structural codes

  • OSHA or workplace safety requirements, where applicable

  • Environmental and hazardous material rules

  • Lead, asbestos, mold, pest, or biohazard precautions

  • Workers’ compensation requirements

  • Tax and business registration requirements

  • Contracting and consumer protection rules

  • Any project-specific requirements
     

JHM Homes of Honor may require contractors/vendors to provide permits, inspection approvals, licenses, safety plans, project documentation, or compliance confirmations when applicable.
 

7. Arizona Transaction Privilege Tax and Business Tax Responsibility
 

Contractors and vendors are responsible for understanding and meeting their own tax obligations. Arizona’s Transaction Privilege Tax, commonly called TPT, is a tax on a vendor for the privilege of doing business in Arizona, and various business activities may require licensing.
 

JHM Homes of Honor does not provide tax advice. Contractors and vendors should consult the Arizona Department of Revenue, a qualified tax professional, or another appropriate advisor regarding TPT, invoicing, sales tax language, nonprofit-related transactions, donated services, in-kind contributions, and business tax obligations.
 

8. Required Documentation
 

JHM Homes of Honor may request documentation before approving a contractor/vendor, including but not limited to:
 

  • Business name

  • Owner or authorized representative name

  • Contact information

  • EIN or tax identification information, when appropriate

  • W-9, when appropriate

  • Arizona ROC license number, when applicable

  • Trade classification or service category

  • Proof of insurance

  • Bond information, when applicable

  • Business license or registration, when applicable

  • References

  • Portfolio, photos, or examples of work

  • Pricing sheet or estimate structure

  • Safety policies or site practices

  • Background or screening information, when appropriate

  • Conflict of interest disclosure

  • Signed contractor/vendor agreement

  • Signed code of conduct

  • Scope of work or work order

  • Any other documentation reasonably requested
     

Submitting documentation does not guarantee approval.
 

9. Estimates, Quotes, and Pricing
 

Contractors and vendors may be asked to provide estimates, quotes, bids, or pricing information.
 

Unless accepted in writing by JHM Homes of Honor, estimates, quotes, proposals, or pricing submissions are not binding on JHM Homes of Honor and do not create an agreement to proceed.
 

JHM Homes of Honor may compare estimates, request revisions, negotiate scope, seek additional bids, change project priorities, decline a proposal, or choose another provider.
 

Contractors and vendors should not begin work, purchase materials, schedule labor, or incur expenses unless they have received written authorization from JHM Homes of Honor.
 

10. No Work Without Written Authorization
 

Contractors and vendors must not begin work on any JHM Homes of Honor project without written authorization.
 

Written authorization may include:
 

  • Signed agreement

  • Approved scope of work

  • Approved estimate

  • Work order

  • Purchase order

  • Written project approval

  • Email authorization from an authorized representative

  • Other approved written confirmation
     

Unauthorized work, purchases, labor, materials, travel, site visits, or expenses may not be paid or reimbursed.
 

11. Scope of Work Requirements
 

Approved contractors/vendors may be required to follow a written scope of work.
 

The scope may include:

  • Approved tasks

  • Project location

  • Materials

  • Labor expectations

  • Timeline

  • Budget

  • Safety requirements

  • Permit requirements

  • Inspection requirements

  • Change order process

  • Communication expectations

  • Recipient/property access rules

  • Photo documentation requirements

  • Cleanup expectations

  • Warranty or workmanship expectations

  • Payment terms
     

Contractors/vendors may not expand the scope, substitute materials, change pricing, perform additional work, or alter project details without written approval from JHM Homes of Honor.
 

12. Change Orders
 

Any change to scope, price, timeline, materials, labor, project conditions, or approved work may require written change order approval before work continues.
 

JHM Homes of Honor is not responsible for payment on unauthorized changes, upgrades, substitutions, extra work, or additional charges that were not approved in writing.
 

13. Safety and Site Conduct
 

Contractors and vendors are expected to maintain safe, respectful, clean, and professional work practices.
 

Contractors/vendors must:
 

  • Follow applicable safety rules

  • Maintain safe work areas

  • Use appropriate personal protective equipment

  • Secure tools, materials, ladders, and equipment

  • Protect recipients, volunteers, staff, and property

  • Keep work areas reasonably clean

  • Report hazards or injuries promptly

  • Avoid unsafe shortcuts

  • Respect private property

  • Follow site access instructions

  • Coordinate with authorized JHM representatives

  • Stop work when conditions become unsafe
     

JHM Homes of Honor may pause or stop work if safety concerns arise.

14. Recipient Privacy and Dignity
 

Contractors and vendors may enter private homes, residential properties, or sensitive community settings.
 

Contractors/vendors must treat all recipients, homeowners, occupants, families, volunteers, staff, sponsors, and community members with dignity, respect, patience, and professionalism.
 

Contractors/vendors may not disclose recipient names, addresses, photos, household circumstances, repair needs, financial information, health-related information, personal stories, or private property details without written authorization from JHM Homes of Honor.
 

15. Photos, Videos, and Media

Contractors and vendors may not take, post, share, publish, livestream, or use photos, videos, before-and-after content, testimonials, property images, project stories, recipient information, sponsor information, or JHM Homes of Honor branding without written permission.
 

This includes posting on:

  • Websites

  • Social media

  • Google Business profiles

  • Advertising materials

  • Contractor portfolios

  • Flyers

  • Before-and-after galleries

  • Case studies

  • Paid ads

  • Personal pages

JHM Homes of Honor may require signed media releases from recipients, contractors, volunteers, sponsors, or others before public content is used.

​

16. Branding and Public Statements

​

Contractors and vendors may not use the JHM Homes of Honor name, logo, branding, photos, project information, donor information, recipient information, or partnership language without written authorization.

​

Contractors/vendors may not make public statements, press releases, fundraising claims, sponsorship claims, donation claims, or project announcements on behalf of JHM Homes of Honor unless authorized.

​

Approval as a contractor/vendor does not mean the contractor/vendor is an official spokesperson, agent, partner, employee, or representative of JHM Homes of Honor.

17. No Solicitation or Side Agreements

​

Contractors and vendors may not use JHM Homes of Honor project access to solicit private work, request side payments, promote unrelated services, pressure recipients, collect unauthorized fees, or create separate agreements with recipients related to JHM projects without written approval.

​

Any concerns, additional work requests, or recipient-requested changes should be directed to JHM Homes of Honor for review.

​

18. Conflict of Interest

​

Contractors/vendors must disclose any actual or potential conflict of interest.

​

Conflicts may include relationships with:

​

  • JHM Homes of Honor board members

  • Officers or leadership

  • Staff, consultants, or volunteers

  • Recipients or applicants

  • Donors or sponsors

  • Other contractors/vendors

  • Family members involved in a project

  • Businesses connected to decision-makers

​

A conflict of interest does not always prevent participation, but it must be disclosed and reviewed.

​

JHM Homes of Honor may require additional safeguards, recusal, board review, written approval, or denial of participation depending on the circumstances.

​

19. Independent Contractor Status

​

If a contractor/vendor is approved for paid work, the relationship is generally intended to be an independent contractor/vendor relationship unless otherwise stated in a written agreement.

​

Contractors/vendors are responsible for their own:

​

  • Taxes

  • Licenses

  • Insurance

  • Employees

  • Subcontractors

  • Tools

  • Equipment

  • Vehicles

  • Business expenses

  • Payroll obligations

  • Safety compliance

  • Professional standards

  • Permits and inspections, when applicable

  • Legal and tax obligations

Nothing in this disclaimer creates an employment relationship.

​

20. Subcontractors and Workers

​

Contractors/vendors may not use subcontractors, helpers, employees, day laborers, or additional workers on a JHM Homes of Honor project unless allowed by the approved agreement or written project authorization.

​

Contractors/vendors are responsible for ensuring that any approved workers are properly qualified, licensed when required, insured when required, supervised, legally authorized, and compliant with safety and conduct expectations.

​

JHM Homes of Honor may require worker names, license information, insurance information, background screening, or site approval before additional workers are permitted.

​

21. Payment Terms

​

Payment terms must be established in writing before work begins.

JHM Homes of Honor may require:

​

  • Approved estimate

  • Written agreement

  • W-9

  • Invoice

  • Completion documentation

  • Photos

  • Receipts

  • Lien waiver, when appropriate

  • Inspection approval, when applicable

  • Board or leadership approval

  • Donor/sponsor funding confirmation

  • Other documentation before payment

Payment may be withheld, delayed, reduced, or disputed if work is incomplete, unauthorized, unsafe, defective, outside scope, unsupported by documentation, or inconsistent with the approved agreement.

​

22. Materials, Donations, Discounts, and In-Kind Support

​

Contractors/vendors may offer donated labor, discounted services, materials, supplies, equipment, or other in-kind support.

​

JHM Homes of Honor must review and accept any donated or discounted goods or services before they are used or represented publicly.

​

Contractors/vendors should not claim a donation, sponsorship, tax deduction, public recognition, or project-specific impact unless confirmed in writing by JHM Homes of Honor.

​

JHM Homes of Honor does not provide tax, accounting, or legal advice regarding donated labor, in-kind contributions, discounts, write-offs, or charitable deductions.

​

23. Liens and Claims

​

Contractors/vendors must follow all applicable laws related to payment claims, lien rights, notices, waivers, releases, and dispute procedures.

​

JHM Homes of Honor may require lien waivers, conditional releases, unconditional releases, supplier confirmations, subcontractor releases, or other payment-related documentation before final payment.

​

Contractors/vendors may not improperly threaten, file, or pursue liens against recipients, homeowners, donors, sponsors, properties, or JHM Homes of Honor in violation of applicable law or written agreements.

​

24. Warranty, Workmanship, and Defects

​

Contractors/vendors may be required to provide warranty information, workmanship guarantees, manufacturer warranties, product documentation, maintenance guidance, or completion records when applicable.

​

JHM Homes of Honor may require correction of defective, incomplete, unsafe, noncompliant, or unacceptable work depending on the agreement, project scope, applicable law, and project circumstances.

​

25. Right to Decline, Remove, or Discontinue

​

JHM Homes of Honor reserves the right to decline, remove, pause, or discontinue any contractor/vendor relationship or project involvement.

​

Reasons may include, but are not limited to:

​

  • Missing license

  • License issue or complaint history

  • Missing insurance

  • Safety concerns

  • Poor workmanship

  • Unprofessional conduct

  • Privacy violation

  • Unauthorized media use

  • Overpricing or unclear pricing

  • Conflict of interest concerns

  • Failure to provide documentation

  • Failure to follow scope

  • Failure to communicate

  • Recipient complaints

  • Volunteer or staff concerns

  • Misrepresentation

  • Legal or compliance concerns

  • Mission misalignment

  • Organizational capacity

26. No Endorsement

​

Approval, payment, listing, recognition, or use of a contractor/vendor does not mean JHM Homes of Honor permanently endorses, guarantees, certifies, or assumes responsibility for all services, statements, conduct, pricing, advertising, employees, subcontractors, or future work of that contractor/vendor.

​

Contractors/vendors remain responsible for their own business practices, legal compliance, professional conduct, and service quality.

​

27. Third-Party Platforms and Communications

​

JHM Homes of Honor may use third-party platforms for forms, email, scheduling, payment, file sharing, project tracking, documents, signatures, or communication.

​

Contractors/vendors are responsible for reviewing and following applicable third-party platform terms when using those systems.

JHM Homes of Honor is not responsible for third-party platform outages, fees, data practices, security issues, or technical limitations.

28. Information Accuracy

​

Contractors/vendors are responsible for providing accurate, complete, and current information.

​

Contractors/vendors must promptly notify JHM Homes of Honor of changes to:

​

  • License status

  • Insurance coverage

  • Business ownership

  • Contact information

  • Tax information

  • Service areas

  • Pricing

  • Safety concerns

  • Complaint status

  • Legal status

  • Capacity to perform work

​

False, misleading, incomplete, or outdated information may result in denial, removal, nonpayment, termination, or other appropriate action.

​

29. Relationship to Other Policies and Agreements

This Contractor / Vendor Interest Disclaimer should be read together with:
